K-448 Tambov

Adds K-448 Tambov to the game which is a Victor 3 still in service with the Russian fleet today. The upgrades include MGK-541 Towed array, UGST Torpedos, Shkval ASW Torpedos, SS-N-16C, new propeller, and is reflective of it's real life operating depth of around 1400ft. This brings it close to the offensive capabilities of an Akula, but still has the drawbacks of being an older design defensively.
