Less annoying effects rings

Simple "/gamemode/base/entities/prop_effect.lua" adjustments

Two convars are added:

cl_draweffectrings_constrained 0/1
If set to 0 it won't draw effects rings for constrained ones (like if you would weld it to something)

cl_draweffectrings_iflooking 0/1
if set to 1 it won't draw effects you're not looking at.

THEY BOTH DISABLED BY DEFAULT
You need to set constrained convar to 0 or iflooking to 1 to changes to show

simple FAQ:

• Does it conflict with any addons? - No clue, works fine for me
  
• Does it change effect ring texture? - No, it doesn't affect the textures in any way
  
• Does it work on servers? - Propably not, even though it touches clientside it's still server function that'll be overwritten by server most certainly. But we haven't checked that
  
• Can I modify and upload my stuff that uses this addon? - Yes, but leave a link to this page
