Fourth in a series of maps of the US States (and Territories) of each Presidential Election Year.
States are grouped into alliances based off of the candidate who received the most Electoral Votes for President in that State.

Presidential Election of 1800
The 1800 election was effectively a rematch of the 1796 election, being between now incumbent Federalist President John Adams of Massachusetts and incumbent Republican Vice President Thomas Jefferson of Virginia.

John Adams's running mate in 1800 was former U.S. Minister to France Charles C. Pinckney of South Carolina, and Jefferson's running mate was again former U.S. Senator from New York Aaron Burr.

Electoral Vote
Prior to the passage of the 12th Amendment in 1804, members of the Electoral College simply cast votes for two different people for President, instead of casting a separate vote for President and Vice President. Both parties had planned to have one elector cast their second vote for someone other than the intended Vice Presidential candidate. The Federalists succeeded at coordinating this, with one of Rhode Island's electors casting his second vote for New York Governor John Jay instead of Adams's running mate Charles C. Pinckney, resulting in the total Electoral Votes for Federalist candidates being:
65 votes for John Adams
64 votes for Charles C. Pinckney
1 vote for John Jay
The Republicans who won the election, however, failed to coordinate this properly, and this resulted in Thomas Jefferson and Aaron Burr technically tying in the Electoral College with exactly 73 Electoral Votes each. This threw the election into a contingent election determined by a lame-duck session of the House of Representatives, which was still controlled by the now resentful Federalists who had just lost the Presidential Election. A deadlock followed, and after 35 unsuccessful ballots (Jefferson 8, Burr 6, a simple majority of States' votes was needed to win) Jefferson was finally elected by the House in a 10-4 margin over Burr.

Changes Since 1796
Mississippi Territory was organized from the southern portion of Georgia's western claims. However, the Federal Government did not stop recognizing Georgia's claim on the area, and so the MS Territory starts as a puppet of Georgia in this scenario.
Indiana Territory was created from the western half of the Northwest Territory.
The Federal Government moved to Washington, DC, though the District was not yet formally organized.

Thomas Jefferson, Republicans - PA, GA, MD, SC, VA, NY, NC, KY, TN
John Adams, Federalists - DE, NJ, CT, MA, NH, RI, VT

Four non-state territories which did not participate in the election are not part of any alliance:
Northwest Territory
District of Columbia
Mississippi Territory
Indiana Territory

I personally recommend disabling New Nation revolts in Godmode.
If you want to play with the presidential election result as a more significant factor, I would recommend disabling alliance changing in Godmode as well.

City Apportionment
The number of cities that each state has is based off of how many seats in the House of Representatives were apportioned to the States following the Census of 1790.

DE: 1 City
PA: 13 Cities
NJ: 5 Cities
GA: 2 Cities
CT: 7 Cities
MA: 14 Cities
MD: 8 Cities
SC: 6 Cities
NH: 4 Cities
VA: 19 Cities
NY: 10 Cities
NC: 10 Cities
RI: 2 Cities
VT: 2 Cities
KY: 2 Cities
TN: 1 City

Non-State Territories get one city each for their capital. This is intentional and by design, since the territories tended to be lower population over very large areas. This makes those regions easy to capitulate, which was the desired effect.

Regarding the names of cities, the capitals of the states are based off of what the actual capitals of those states were in 1800.
Since 1796, Pennsylvania moved its capital from Philadelphia to Lancaster, New York moved its capital from New York City to Albany, and the Northwest Territory's capital was moved from Marietta to Chillicothe.

For the remaining cities in each state, I chose a significant town or city from each Congressional District in that state from each States' Congressional Districts for the 1800 elections for the 7th US Congress. This is mostly unchanged from the 1796 elections, except for New York, which had a special redistricting prior to the 1800 elections, and thus a few cities in New York state changed.

Starting Gold value & Combat Strength of each State & Territory is based off of the level of organization and representation of the State, Territory, District, etc. with the following values:
States - 100 Gold & 5 Combat Efficiency
States not in the Union - 50 Gold & 5 Combat Efficiency
Represented Organized Territories - 50 Gold & 4 Combat Efficiency
Unrepresented Organized Territories - 50 Gold & 3 Combat Efficiency
Represented Organized District - 25 Gold & 3 Combat Efficiency
Unrepresented Organized District - 25 Gold & 2 Combat Efficiency
Other Permanently Populated Territories - 25 Gold & 1 Combat Efficiency
Unorganized Territories - 0 Gold & 1 Combat Efficiency

The shape and terrain for this map is based off of the province map from "The New Order: Last Days of Europe" mod for Hearts of Iron IV. Likewise the shapes of the states are mostly drawn from that, with some modifications that I made to make them more accurate in some areas, and to reflect period-specific borders.

Thanks! Digging through census data has just gotten me going crazy. Several states only go down to county-level in the early censuses, so it's a lot of guesswork to decide what cities to put, unfortunately. But the end result is nice enough I hope.
