Third in a series of maps of the US States (and Territories) of each Presidential Election Year.
States are grouped into alliances based off of the candidate who received the most Electoral Votes for President in that State.

Presidential Election of 1796
The 1796 election was the first truly contested Presidential election. Incumbent Federalist Vice President John Adams (of MA) ran with former South Carolina Governor Thomas Pinckney as his official running mate, against Republican former U.S. Secretary of State Thomas Jefferson (of VA) with U.S. Senator from New York Aaron Burr as his official running mate.

Prior to the passing of the 12th Amendment in 1804, the Electoral College still did not distinguish their votes for President and Vice President, but simply voted for two candidates for President. Though the Federalists and Republicans (not the modern GOP) had emerged as the two dominant political factions, neither party was truly fully organized at this point.

Due to meddling in the election, South Carolina's electors, who were pledged to vote for Thomas Jefferson cast their second votes for Adams's running mate, Thomas Pinckney, instead of Aaron Burr. This change would have caused Pinckney to be elected President instead of Adams, but a number of New England Federalist electors caught wind of this plot and cast their second votes for a scattering of different candidates. Unfortunately for the Federalists, too many did so, resulting in Jefferson being elected Vice President instead of Pinckney.

Electoral Vote
In the end, Adams received 71 Electoral votes, and Jefferson received 68. (One Elector even voted for both Adams & Jefferson). Adams's official running mate, Thomas Pinckney, received only 59 Electoral votes, and Jefferson's running mate Aaron Burr received only 30.

Minor Electoral Votes
15 Virginia electors cast votes for Republican Massachusetts Governor Samuel Adams instead of Aaron Burr. New Hampshire's, Rhode Island's, and one Elector from Massachusetts (total of 11 Electors) voted for Federalist U.S. Chief Justice Oliver Ellsworth (from CT), instead of Pinckney. Georgia's electors and three electors from Virginia (totaling 7 electors) also voted for former Governor of New York George Clinton instead of Burr. Five electors from Connecticut voted for New York Governor John Jay instead of Pinckney. Another three Federalist Electors from North Carolina voted for Associate Justice James Iredell (from NC). Two Federalist Electors from Massachusetts voted for former U.S. Senator from North Carolina Samuel Johnston, and two Federalist Electors from Maryland voted for U.S. Senator from Maryland John Henry. Lastly, a lone elector from North Carolina voted for Thomas Pinckney's brother, U.S. Minister to France Charles Cotesworth Pinckney (also from South Carolina).
Also of note, one Elector from Virginia and another from North Carolina voted for incumbent President George Washington, presumably with hopes of a Washington-Jefferson Presidency & Vice Presidency.

Changes Since 1792
The Southwest Territory was admitted as the 17th State of Tennessee.

Starting Alliances

Two non-state territories which did not participate in the election are not part of any alliance:
Northwest Territory
District of Columbia

I personally recommend disabling New Nation revolts in Godmode.
If you want to play with the presidential election result as a more significant factor, I would recommend disabling alliance changing in Godmode as well.

City Apportionment
The number of cities that each state has is based off of how many seats in the House of Representative were apportioned to the States following the Census of 1790.

DE: 1 City
PA: 13 Cities
NJ: 5 Cities
GA: 2 Cities
CT: 7 Cities
MA: 14 Cities
MD: 8 Cities
SC: 6 Cities
NH: 4 Cities
VA: 19 Cities
NY: 10 Cities
NC: 10 Cities
RI: 2 Cities
VT: 2 Cities
KY: 2 Cities
TN: 1 City (New)

Non-State Territories get one city each for their capital. This is intentional and by design, since the territories tended to be lower population over very large areas. This makes those regions easy to capitulate, which was the desired effect.

Regarding the names of cities, the capitals of the states are based off of what the actual capitals of those states were in 1796.
Since 1792, Georgia moved its capital from Augusta to Louisville, and North Carolina moved its capital from the temporary location in Fayetteville to its permanent and current location of Raleigh.
For the remaining cities in each state, I chose a significant town or city from each Congressional District in that state from each States' Congressional Districts for the 1796 elections (to the 5th US Congress, mostly unchanged from the 1792 elections).

Starting Gold value & Combat Strength of each State & Territory is based off of the level of organization and representation of the State, Territory, District, etc. with the following values:
States - 100 Gold & 5 Combat Efficiency
States not in the Union - 50 Gold & 5 Combat Efficiency
Represented Organized Territories - 50 Gold & 4 Combat Efficiency
Unrepresented Organized Territories - 50 Gold & 3 Combat Efficiency
Represented Organized District - 25 Gold & 3 Combat Efficiency
Unrepresented Organized District - 25 Gold & 2 Combat Efficiency
Other Permanently Populated Territories - 25 Gold & 1 Combat Efficiency
Unorganized Territories - 0 Gold & 1 Combat Efficiency

The shape and terrain for this map is based off of the province map from "The New Order: Last Days of Europe" mod for Hearts of Iron IV. Likewise the shapes of the states are mostly drawn from that, with some modifications that I made to make them more accurate in some areas, and to reflect period-specific borders.
