First in a series where I intend to make maps for the States (and Territories) of the US in each Presidential Election Year. States are grouped into alliances based off of the candidate who received the most Electoral Votes for President in that State.

Presidential Election of 1788
George Washington was unanimously elected in 1788, receiving an electoral vote from every Presidential Elector. Therefore, the pre-made alliances are instead based off of who received the most electoral votes from that State after George Washington. Prior to the passage of the 12th amendment in 1804, the Presidential Electors did not cast a separate vote for President & Vice President, but simply cast two votes for President, with the runner-up being elected Vice President.

Since there were not really any fully organized political parties aside from some vaguely formed Federalist and Anti-Federalist factions, Electoral votes were scattered across a number of different candidates. Former U.S. Minister to the Netherlands and founding father John Adams received by far the most Electoral votes (after Washington, of course) and was thus elected Vice President. The only other person to receive the most electoral votes from multiple states was Secretary of Foreign Affairs John Jay.

Minor Electoral Votes
Lt. Colonel Robert H. Harrison, who served as an aide-de-camp to General Washington during the Revolutionary War received all of Maryland's electoral votes, and former Governor of South Carolina John Rutledge received most of South Carolina's electoral votes.

The only other person to receive electoral votes from multiple states was Massachusetts Governor John Hancock, though he did not carry a plurality of any states votes, received 2 votes from PA, and one from SC & VA each. Anti-Federalist New York Governor George Clinton received 3 electoral votes from Virginia, as well. Connecticut Governor Samuel Huntington also received 2 electoral votes from Connecticut.

Georgia's electors' second votes were scattered among several individuals: several local politicians John Milton, James Armstrong, and Edward Telfair, and Massachusetts Lt. Governor Benjamin Lincoln, with each receiving one vote, except for John Milton, who received two.

Starting Alliances
John Adams, Federalists - PA, CT, MA, NH, VA
John Jay, Federalists - DE, NJ

The following states are not part of any alliance because the candidate who received the most votes from these states did not receive the most votes from any other state:
John Milton, Federalist - GA
Robert H. Harrison, Federalist - MD
John Rutledge, Federalist - SC

The following states are not part of an alliance because they did not participate in the election of 1788:
NY - State Legislature did not determine a method to elect Presidential Electors before the deadline.
NC, RI - Had not yet ratified the US Constitution

Additionally, there are two territories, which likewise are not part of any alliance:
Northwest Territory
Erie Triange

I personally recommend disabling New Nation revolts in Godmode.
If you want to play with the presidential election result as a primary factor, I would recommend disabling alliance changing in Godmode as well.

City Apportionment
The number of cities that each state has is based off of the number of seats in the House of Representatives each State had based off of the pre-census apportioning provided in Article I, Section 2 of the US Constitution.

DE: 1 City
PA: 8 Cities
NJ: 4 Cities
GA: 3 Cities
CT: 5 Cities
MA: 8 Cities
MD: 6 Cities
SC: 5 Cities
NH: 3 Cities
VA: 10 Cities
NY: 6 Cities
NC: 5 Cities
RI: 1 City

Non-State territories get one city each. This is by design, as the non-state territories tended to be very low population, and so in my mind it makes sense that the Northwest Territories will capitulate very quickly when the capital is taken.

As for the names of the cities I used here, the capitals are the capitals of the states in 1788, while the remaining cities I chose a significant city or town from each Congressional District in that state from each States' Congressional Districts in the 1788 elections (1790 elections for PA).

Other Starting Values
Starting Gold value & Combat Strength of each State & Territory is based off of the level of organization and representation of the State, Territory, District, etc. with the following values:
States - 100 Gold & 5 Combat Efficiency
States that have not Ratified the Constitution - 50 Gold & 5 Combat Efficiency
Represented Organized Territories - 50 Gold & 4 Combat Efficiency
Unrepresented Organized Territories - 50 Gold & 3 Combat Efficiency
Represented Organized District - 25 Gold & 3 Combat Efficiency
Unrepresented Organized District - 25 Gold & 2 Combat Efficiency
Other Permanently Populated Territories - 25 Gold & 1 Combat Efficiency
Unorganized Territories - 0 Gold & 1 Combat Efficiency

The shape and terrain for this map is based off of the province map from "The New Order" mod for Hearts of Iron IV. Likewise the shapes of the states are mostly drawn from that, with some modifications that I made to make them more accurate in some areas, and to reflect period-specific borders.
