[WX-78] Sirenbox Circuit

NOTE! At the moment Modded Skins API doesn't have this mod whitelisted, so they will not be compatible until we find a workaround!

Seems WX-78 has decided to take a note from the Moon Quay pirates, and prepare themself for life on the sea!

This circuit functions as an upgrade to the Chorusbox circuit, giving WX-78 a range of sea shanties to boost their teammates morale at sea, and be the best (and only) robot-pirate captain the Constant has ever seen!

Features:
- [Modded Skins API] 11 different shanties to choose from (works without Modded Skins API, but when inserted it will instead choose a random shanty)
- Configurable Shanty Volume
- Configurable Sailing buffs for all affected by the shanty! (Better Mast operating, Rowing velocity, rowing strength, and anchor raising)
