Intended behavior. Jimbo has to aggressively use his Jokers' ability to grow stronger, since we decided that starting with his items is way too powerful considering their potential power.
Any Joker that is Uncommon in regular Balatro should probably be Uncommon here as well.
Though, I do find that change kinda dumb, given that no other Jokers here rely on rarity for effects (Example: Baron rely on T4 items instead of Rare Jokers). Maybe reverting that change, but lessening the damage mult, would be good.
The same thing seemed to happen with me, at least until I unlocked all of the Reverse Cards. Afterwards, it worked as intended.
