Fake Hydro (BB) (experimental)

Experimental mod, which changes the hydro thrusters to energy consuming thrusters and then calculates the hydro consumption directly on the tanks/gas gens/gas farms

has some additional logic to fake how hydro thrusters should behave when there is no hydrogen etc.

EDIT:

did more testing on live server with 40 people and I can confirm two things:
- it does not reduce performance when employed at scale
- it does reduce the performance impact of tanks, but the constant checks cause performance issues themselves since they are run on low hundreds of grids.
