If you want to solve the problem, manually renaming the file should work. It’s possible that your computer cannot recognize Chinese characters.

Due to encoding issues, some people are unable to use my mod, while it runs fine in my game. Those who couldn't use it resolved the issue by renaming the file. You might be facing the same problem.

not sure if that was as simple as renaming the file instead of using an another tool for it, but don't you wanna just instead modify it yourself and update the link
