This does what the old EASY OUTFITS mod did (but in their case, by creating a "TAG" from a rag , and applying it to the inventory, you could make any inventory save outfits). Maybe go in that direction??

Its not bugged, Works just fine. Also, if it was bugged, just saying "its bugged" doesnt help the modder.
