描述
This mod only fixes the bug where Marine units cannot be recruited, and it has been done with the original author's consent.
1.Now you need not only monarch power but also ducats to improve development.

The money cost per development level is as follows:
1-4 base tax/production/manpower == 15 ducats
5-9 base tax/production/manpower == 30 ducats
10-14 base tax/production/manpower == 45 ducats
15-19 base tax/production/manpower == 60 ducats
20-24 base tax/production/manpower == 75 ducats
25-29 base tax/production/manpower == 90 ducats
30 or more than 30 base tax/production/manpower==100 ducats
* base tax/production/manpower are them before developing.

2.Every province will get a province modifier to show the local development cost.

3.A scripted function that stops players or ai from developing without enough money.

**Compatibility:
1. It's better not to enable the mod with other mods.
2. Compatible with 1.37 and should be compatible with most of eu4 versions.
3.DO NOT compatible with IRON MAN.

**AI:
ai will obey the same rules as players.

**Notice:
When you develop your subject, it will cost your subject's money.

**Known bugs:
You can develop you subject when they dont have enough money.

The content of this mod consists entirely of new files and should, in theory, be compatible with any other mods.

What it sounds like here is that you need BOTH the requisite amount of monarch points AND sufficient money to develop provinces. Thus it should be compatible with mods that change development cost, right?

its very easy to exploit this mod to the brim. can you make a seperate mod which is more hardcore? like 10x prices? like a seperate one cause people might like the easy one more, cheeres!
