basic respawn timer

a basic respawn timer that forces the player who died to wait until the timer counts down
and it respawns the player automatically when the time is up

the addon works in multiplayer
(only the admin of the server can disable/enable the addon (and change the amount of seconds needed to wait)

~console commands:

"respawn_timer_toggle" - (toggles the addon on/off)
"respawn_seconds" - (to set the amount of seconds to wait)
