This is a simple mod i made for myself (but i thought maybe someone else can use it aswell) to add some decisions to get other european generals/admirals after you form the EU.
the target country simple should not exist and you have to control its capital province.

example: you want the polish generals ->
Poland should not exist
EU needs to control warsaw
