Battle for Galveston Bay

As a bit of a warning there is no possibility of this scenario happening by the way, but I thought it might be cool envisioning a conflict in the US if it lost the Cold War, hence why this whole scenario even came to me. Hopefully it's fun, it is my first scenario so there is bound to be plenty of problems I am sure. Feel free to point out my shortcomings in the scenario that I may or may not fix depending on how I feel that day.

The US is in dire straits. Following a Soviet victory in the Cold War, a variety of different states in the Union (the more powerful states and their satellites, e.g. New York and her orbiter state of New Jersey) have been bracing themselves to demand more autonomy, more control in US governance, or full blown independence. The US is in crisis as Texas secedes from the Union, and it looks like these other states may follow in the Lone Star state's path, seeing it as their chance. Following a short 15 day -ultimately fruitless- negotiation period, President Reagan has summoned forth the "...loyal, true, and brave," to come to the defense of the republic, and has assembled a carrier group centered around the USS Texas (CGN-39) and USS Nimitz (CVN-68) to save it. That is where you come in, you Admiral, you are leading that force, the main spearhead that isn't currently fighting at Dallas. You are expected to meet resistance mostly from the Texas National Guard, but there are reports of some federal vessels being seized in port, so it is possible that they are being used against you.
