DS games, even more racing game possibility!

*this mod modifies #slowdown make sure to confirm it's the only mod, or prioritized, to use the changed file
*it might be more than 16 since the "classic" map variants. The N64/GC maps I'd probably take their originals though
*for now animated annoyances are ignored, 64 mod taking it's toll.

M'aiq has noticed a bug that caused a severe FPS drop, on Cheep Cheep Beach. If a car respawns near the rainbow ramp at the end of the boardwalk, they can respawn under the ramp. This one went from 120 FPS down to 15 FPS, after an AI driver respawned there. :lunar2020horrifiedrat:
