Removing this patch fix him.
Error Codes are fixed.
Now I know what exactly is a problem, thank you. If there is no dialog assigned to a squad, and only to a character(s) in this squad, my changes override character's dialog. But for a squad with dialog pacage, recruitment dialog has to be set as a squad dialog.
It's a bit complicated to find and change every such case, so I'll be grateful for a report of other NPCs with their dialogues not working.

For example, with Error Codes. After your mod put 'dialog leader' and 'dialog squad' to their squad template, they no longer talk and follow the player the first time you meet them.
You can test it. I spend hours trying mod by mod till I figure out which one broke the broken skeletons. You can go to the Reprograming Workshop and test it yourself too.
Another example was Koin that had their custom (mod) dialogue package overwritten. The same with Blue (Stranger and Freaks - Princess). Both those characters had their dialogue package overwritten before the last update.
check basic RP mod in FCS, you'll find out it assigns dialog leader and dialog squad. Reason is, recruitment will not work if it's not assigned to squad and/or it's leader. It's not enough to assign it to a character, i'm not sure why.
Even more, dialog will trigger only if conditions are met. And in RP, main condition is imprisonment, so it should not cause any conflicts with dialogues for not-imprisoned NPCs.
I use plenty dialogue mods myself and everything works fine, so if you'll provide more details i'll be able to look into it.
After taking a look at FCS, I see that this mod assigns 'dialog leader' and 'dialog squad' to lot's of squad templates.
I recommend reverting those changes since they overwrite all original dialogue packages. And never again assign 'dialog leader' and 'dialog squad' to squads templates.
- Koin is unaffected by this patch and by Recruit Prisoners, so it can't break his dialogue, maybe another mod.
