In the terrain folder there is a file called "山高.txt" which contains the altitude divisions for textures I derived from vanilla ck3. mountain_02_c is higher than mountain_02_d, in vanilla it usually appears in impassable mountain, such as the impassable areas of the Alps, while mountain_02_d appears in passable areas.
In addition, in order to avoid this mod update overwriting your changes, you can create a new mod and keep your changes here
But if you want to get rid of the white rock, you can replace the mid-altitude textures with the low-altitude ones: replace mountain_02_d with mountain_02_b in the terrain folder.
If you want to tone down the brightness of the white rock, you can adjust mountain_02_d_diffuse.dds using the NVIDIA Texture Tools Exporter.
Or another way is to modify the Shogunate map file to make the mountain textures alternate.
