I have always thought that the weapon selection in the Half-Life series is not very intuitive, even more so considering how most other shooter games work. So, I made these minor changes to reflect games like Counter-Strike.

what are the files you have to edit to change the order?

Well, all the files are compressed in a vpk file inside the hl2_complete folder. What I did was decompile the vpk and edit said files to fit with I considered the best order. You can do it by editing the same files I did.
