1) If if you kill all the industrial sites and the airbase (as per the mission briefing) it doesn't matter, all that matters is killing SAM/AA sites around these targets. Either change the mission briefing or the triggers.
2) SA-2 sites are currently impossible to kill. I spent 30min shooting ship artillery and missiles at an SA-2 site and it didn't die because the fire was too accurate. It hit the radar site in the centre of the SAM site 1000 times and never once hit a launcher on the periphery of the site. The result was that the site never died because there was still one active launcher on the edge.
