Overworld Backup Statics

Applies the static effect to overworld monsters if the backup is a bootleg. If the backup is a bootleg but the main monster isn't, the static effect will now show, but the sprite's colors remain unaltered. This also affects backups that appear in some static encounters.

Additionally, if both Mod Utils and Combined Quality of Life Patch are installed, the bootleg static noise will now be played for backup bootlegs as well. Note that this mod will still run normally even if neither of them are installed.
