Re-uploaded from GameBanana website, and credits to the original author Markworth [gamebanana.com].

* type sv_cheats 1 / give weapon_citizensuitcase & give weapon_citizenpackage in console for using the weapons, or just make a map that include these entities to obtain.

it works! Just extract the contents of workshop_dir.vpk to half-life 2/hl2/custom/randomfoldername/
