No Penalties For Hovering Units On Roads

描述
While hovering units shouldn't benefit from roads, the presence of roads means there's no obstacles, so they shouldn't be suffering from a terrain feature's penalties either if a road is present.

This mod fixes that by setting the maximum movement cost of any tile with a road on it to 1 for hovering units.

Known issues:
Roads will still show a movement cost of 0.7 on their trait description for hovering units. There's no good way to get around this, so the description of the Hovering trait has been updated to show what the actual movement cost of a road tile should be.

Others:
I've heard talk of plans to implement this in the game's official code, so this mod might very well become obsolete in the future. I just decided to put this out first since hovering units felt really bad when it came to movement.

Feel free to unsubscribe when the time comes (it probably won't suffer from the same constraints that this mod does too). But until then, enjoy the mod!

I believe this mod is outdated and this has been part of the core functionality for a while now.
