Adds a crowbar SWEP that gives the player Ursa's abilities, features a levelling system.
Inspired by 6.84 Ursa.

Under Weapons -> Froze

PRESSING ALT ALLOWS YOU TO HOVER THE ABILITIES AND CHECK THEIR STATS
