Regarding the symbol being off center, I am pretty sure it's because the game's flashlight isn't perfectly centered around the crosshair to begin with. It differs depending on the weapons' flashlight attachment. You just notice it less with the default flashlight because the light textures blend with the environment better.
But the brightness? Yeah. The default flashlight isn't that bright to begin with, so changing the textures to a non-circular image like this won't make for the brightest flashlight. Though, if you usually play Single Player or in local servers, you can make it much brighter with a flashlight script.
No more square-shaped flashlight!
The flashlight should look more natural now without the edges showing.
