The bug with depression occurs exactly at this line. It means the game still thinks the abstinence delay is very short because the player has re-entered the state that removes the trait.
I couldn’t explain this earlier because of the comment size limit, but if you use mods to change the sandbox value of the abstinence timer during gameplay, you normally need to reload the save for it to apply (at least, that’s worked in my case).
Also, to be clear, since the bug prevents the trait from being removed, it only delays the original issue. If you reach 21 days of abstinence (with the modified value), it will trigger the same loop again and reset the stats repeatedly.

Just thank you so much for such an open answer. This is a fairly in-depth analysis of the problem. It would be good if the author of the mod corrects this error. To be honest, I saw in the logs that the errors refer to this mod, and it says something, but I don’t understand what. That's why I wrote in the comments to this mod. In "errorMagnifir", which is at the bottom right, a list of 4 errors from this mod constantly appeared.

But there’s more: when the code tries to remove depression, it hits an error and stops before completing the process. As a result, the trait is never removed, and each extra hour without drugs triggers the stats reset again in a loop.
To partially fix this, I recommend playing in sandbox mode (you can change the value mid-game if needed with mod) and setting the “21" days value in the mod settings to its correct hour equivalent 504.
This lets you play with the “Drug Addict” trait without hourly reset, you still won’t be able to lose it because the bug stops the code before the final step.
