Spectral shard drop from enemies

Allows spectral shards to drop from enemies. The drop rate is increased by magic item chance multiplier and "alchemic reagent found" affix on map data. This is intended so that low level characters aren't flooded with shards while still allowing high level characters to increase the amount dropped since you need more and more shards as your item level increases.

This mod also reduces the number of coin stacks and hell notes shown on screen, this is intended to reduce screen clutter and doesn't affect the amount dropped.
