Dux' Fallen Empire Buildings Fix

This mod fixes the Fallen Empire buildings gained by Arcane Deciphering not upgrading.

The conditions for buildings set in "allow = {}" must be constantly true while upgrading. The reason the buildings fail to be upgraded is because there are variables tracking the upgrade_count which must remain greater than or equal to 1 throughout the upgrade process. Once the upgrade is queued the variable deducts 1. If this reduces the variable to 0 then the upgrade is no longer allowed - resulting in the upgrade failing.

What this mod does is it changes the on_queued to on_built, so the variable will only have 1 deducted after it is completed.

This could lead to an error where you can set more buildings to upgrade than should be allowed, though this is a niche circumstance. You will still be able to upgrade the amount allowed, but excess upgrades queued will be invalidated once the correct number has been reached.

Additional Fixes:
Aspis Bastion and Aegis Complex have been modified to no longer get ruined by orbital bombardment.

Justice Complex now gives non-gestalt FEs and AEs Protector jobs, previously granted no jobs.

Ziggurat of Justice no longer gives non-gestalt FEs/AEs both Enforcers and Protectors.
This translates to 12 fewer defensive armies for Font of Knowledge, Cradle, The Core, and Boundary.
The 14 Ziggurats in the FE Hive are unaffected.

Understood, thank you for your work on this mod. If I find any issues, I will leave a comment on the legacy version's modpage.

I did a quick check of my save and can confirm that Font of Knowledge, Cradle, Core, and Boundary all have the correct job counts now.

@Chachi, thank you for your feedback! I have updated the 3.14 branch so Army buildings should no longer get ruined, Enforcer buildings should provide the correct jobs, and Arcane Deciphering should be able to grant all non-unique FE buildings like in 4.0.

With the recent update I plan on updating my other mods too so I don't have as much time as I'd like to test the 3.14 version. If you notice any bugs please feel free to post them here.

@Duxatious I did finally roll another FE building from Arcane Deciphering (Affluence Emporium/Center) and was able to upgrade it as expected (in the 3.14 version of the mod). Building copies of the building was also blocked (couldn't build second Affluence Emporium while upgrading the first), so it seems all is well there. Haven't been able to check if military buildings are ruinable though, or if the Justice Complex gives jobs or not.

Oh nice. Just loaded up my save with the mod active and can confirm that the extra buildings aren't there. Don't have an arcane deciphering building I can test at the moment though. The FE Ziggurats also still give enforcers and protectors, although the enforcer jobs are unoccupied on all four planets. I didn't test the Justice Complex as I am unsure of the ID to spawn it.

@Chachi you didn't miss it, the old 3.14 version only existed as an archive accessible to me, the separate modpage now exists for you, enjoy!
I believe it may still need a couple of tweaks, such as the military buildings being ruinable, and the enforcer buildings giving no jobs or both enforcers and FE protectors to FEs/AEs. I'll look into that soon.

Apologies, I looked over the mod description multiple times and somehow missed the 3.14 version...thank you, I will switch to the 3.14 version.

@Chachi, this mod has an old version for 3.14 but the version downloaded from this page is the latest version. It should function the same as it used to, so I've created a 3.14.* fork using the old files from the version history. If any errors crop up please let me know!

Is this mod compatible with version 3.14? I attempted to use it there, but was unable to upgrade my arcane deciphering building (specifically, sky dome to empyrean dome). Additionally, several other buildings appear in my build options. They all have names that seem to be variable or command names (allow, on_built, show_tech_unlock_if, etc). I did not see anything in the mod description stating version compatibility, though I suspect it is the issue.

@Magrue, this bugfix mod invalidates achievements. If the bug report gets enough attention then Paradox may incorporate it into the game – making this mod unnecessary.
