Less upkeep for Lords and heroes AND -25% upkeep for all units [Request]

This mod is is variation of my original mod : https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2862133381
It was made as an answer to a request I have seen pop up quite a few time.

for the full description see the original mod.
in a few words : Lords and heroes cost 200 less (or -20% if upkeep is < 200) and ALL units (including lords and heroes) cost 25% less.
eg. Karl Franz starts at a cost of 56 instead of 275.
This applies to both the player and the AI


This mod will NOT be compatible with any mod modifying the main_unit table (unit costs). It will NOT apply to units added via an other mod.

PLEASE NOTE : As this is a request and not something I use personnaly, I don't know for how long I will support this mod going forward, keep that in mind.
