Also, I believe that some of the data in Razia_Config.xml is overwriting the India ability from Civilizations Expanded Lite (and presumably would do the same with any other rework of India with the same load order). I believe this only affects the front-end, since that file isn't referenced outside of the <FrontEndActions> tag. I've seen the same issue with Cao Cao and Nefertiri, so I assume it's just the way all your leaders are coded.
A good example of how this can be done to not overwrite other mods is the Config.sql from Sukritact's Thomas Jefferson; idk if it's solvable in XML. Might give it a simple try and report back.
