Overwrites locationtypes.xml to populate your local HR manager with surgeon hires.
This will 100% cause issues if any other mods change the aforementioned file. Removing this file after hiring the surgeon and saving might be ok?

The only place they 'shouldnt' spawn is in a mine. This probably wont work with dynamic europa.
