[LVS] F-187 Fusioncutter

This is Luna's Repair Torch, but with a fusion cutter instead of a little blow-torch, and is used to repair LVS Vehicles. Primary Fire is used to repair, and secondary fire allows you to inspect armor plating (if the vehicle has one.)
