Ballistics Instructor for More Heroes

描述
If the rats can teach their troops the fundamentals of ballistics most of these seem appropriate, even if some are a bit of a reach.

Adds the Ballistics Instructor skill to the following heroes:
  • Master Engineer (Dwarf)
  • Engineer (Empire)
  • Waystalker (Wood Elf)
  • Handmaiden of the Everqueen (High Elf)
  • Khainite Assassin (Dark Elf)
  • Gunnery Wight (Vampire Coast)
  • Alchemist (Cathay)
  • Infernal Castellan (Chaos Dwarf)

Since Ballistics Instructor is an ability it does NOT stack, so multiple heroes providing it will still only give 10% range, same with an Empire Master Engineer and Engineer.

Didn't integrate them into any existing skill_node_links to keep compatibility with other mods simple.

talkin out of your neck, ballistics covers any projectile launched with force

The term "ballistics" refers to gunpowder weapons, not projectile weapons in general, so it doesn't make much real sense for you to include all 3 elf factions, as none of them use gunpowder weapons.
