People hired by groups or individuals to scare and intimidate people, Sometimes to hurt and even kill them.

generic masked irregulars or criminals with multiple clothing options and such can also fit in as a gang member or a generic tough guy security.

the head model is custom made but it's not my face

Cool stuff and whatever takes effort, Just like these, so if you want to edit these or something so much then credit me properly, If you want to turn these into npcs, you can do that as long as you make this mod required (for materials etc)
