Administration - 20% to 100% building cost

In my first playthrough in Egypt I found that I rarelly needed to worry about stone and wood from the very start of the game. As game progressed this became even bigger issue as I unlocked various ways to decrease cost of buildings. Some of my buildings were literally free and I found that - increadibly boring.

I made simple mod that adds effect to administration that increases cost of buildings by 20% (I didn't start at 0% because I wanted also increase cost of buildings a bit). It is increased each tier by 10% up to max of 100%.

Save compatibility: The effects are applied next turn. If not, maybe it's when your admin. level changes.
