Some balance changes to vanilla campaign for co-op play

Vests:
- small tweaks to vests
- all vests available in armory (and you can spawn with them)
- some buffs to exo vest

Boxes:
- more boxes
- almost all rare weapons available through boxes (excluding not so rare ones)
- lottery ticket available in armory and it will always give weapon (all rare weapons excluding not so rare ones) and something valuable
- special crates drop random rare weapon similar to lottery ticket

Armory:
- combat vehicle flares available in armory (with scaling cost and exp required)
- repair crane available in armory
- tank trap available in armory
- squad equipment kit available in armory
- bandages available in armory (some soldiers also drop them)
- gps laptop available in armory
- smaw, javelins, m202 flash, tracer dart, fhj01 available in armory
- shuriken available in armory (some soldiers also drop them)
- emp grenade, dooms hammer, AT mine available in armory
- stim pack available in armory
- dog bone available in armory
- claymore is throwable (not secondary weapon)
- unlocking through suitcase and laptop is combined

Weapons and tools:
- UTS-15 requires 1000 exp
- 44 Magnum requires 1500 exp
- Defibrillator is a secondary tool
- Vest repair kit is a very rare secondary tool for unlimited vest repairing
- Large wrench is a very rare secondary tool for unlimited vehicle repairing
- wrenches repair more
- sandbags don't decay
- melee weapons give more protection and speed (Ninjato also reduces night detectability)
- Chainsaw can damage tanks
- Microgun and KAC Chain SAW gives some protection
