So the Soviets and the NATO had another Space race.

This time their scientists found a presumably resource rich Planet in the Gliese-32 System.
Don't ask how they managed to get there around 1960 or you will be hount down by CIA/KGB for espionage.

Fact is, the initially very high readings on Iron, Bauxite and Uranium which were collected through spectroscopy and which fueled the space race came out as a very thin layer of Iron Oxide, Bauxite and Uranium Ore which covered almost the whole surface of the planet.

After receiving the reports from the surface from their respective exploration crews both sides internally dropped the idea of establishing a mining outpost because of the huge mining costs and expected low yields.

Yet the initial settlements - Lenino (Soviets) and Hope (NATO) were already built and set up for expeditions.

While NATO found a very elegant way to get rid of their failed project without losing face in front of their taxpayers - they just declared the planet as recreation resort and built pools, tennis courts and a golf club - the Soviets had much more struggle to spin doctor their failure.

Finally the Leader of the Communist Party came up with the idea of "The Communism is thriving everywhere - even on bare rock!".

Quickly a scape goat - pardon - a young, prospering party member was found who would prove the words of the Communist Party Leader...

Your local situation is dire: No surface water, no farmable soil, no coal, no oil. Iron, bauxite and uranium ore are everywhere but only in trace amounts. Gravel is the only stuff you can virtually drown in.

Both Soviets and NATO entertain only a small outpost with a single medium customs building due to the dropped importance of their projects.
