Pretty sure updates have nothing to do with mods, it's probably Steam not downloading mods in the first place.
The default value for movement is 15, my mod has it set to 60, which to be fair is really fast.
However, the design philosophy of this mod is that you do everything faster because your body's adrenaline activates when you're in a near-death situation, hence why you reload, shoot, and crawl faster.
Unfortunately you can't have both that mod and this one without conflicts, you would have to choose one or the other.
And no, I'm not that good to have mods with configurable values yet.
if no config is available, would using Better Incaps in combination with Simple Crawling Enabler (but faster) actually increase speed while retaining all the other changes?

That would be way too complicated, they would have to be programmed to move and I'm not sure if it's possible to do so.
