[WMS] special building requirements remove (build on other peoples holysites) (1.12.5)

removes holy site and religion requirements for holy buildings and also some other requirements on some other buildings
if not specified then all requirements other than innovation has been removed
please let me know if there is any glitch or if i forgot about any building

Compatibility:
Edited common\buildings\00_special_buildings.txt via patching
every building listed as no change should not have compatibility issues
the ones that has changed would either replace or be replaced by other mods depending on file name order.

known incompatibilities:
holding sprawls (will override this mod, causing most of the requirements to be restored)
