20 unit garrison forts

Hello, this mod edits the maximum number of units you can appoint at your fort up to 20 and refugee camp max up to 10.
Are you tired of those little armies wandering and sacking your tiny settlements because of small garrisons? Well here you have an overkill. Now you are able to maintain a full stack in your forts.
Beware, the AI can do it as well. Expect harder conquests if they have built forts too.
I think this adds more depth to you empire management as you expand more and more. Protect your cities with forts like real empires did.
Those sea peoples are not sending their best. They sack our settlements and plunder our camps. No more.
