Added a small unexpected event to decorate the finale of Hard Rain.

While ChimiChamo looking through the dialogue list, he discovered a few of unused lines related to the finale of Hard Rain campaign. was about the Burger Tank sign that turned off.
If it had remained an playable event actually, wouldn't it have looked something like this?

This addon is not my original, just added multilingual support and minor improvements to "Burger Tank Sign Restored" created by Chimichamo.

@MANACAT For reasons I don't quite understand, it's conflicting with https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=128167328 . Why is that? And can this compatibility issue be fixed?
