In the wake of the previous alien invasion, dealing with rampant unemployment and homelessness, the people of Garesh embarked on an outlandish public works project: the construction of enormous buildings within which entire cities could be built, and upon which entire cities could be built. Although ridiculed at the time by other planets in the system, the so-called Rooftop Metropolis has existed until today, and of those who dwell within it few would want to live elsewhere.
