Skaven Campaign Features that allow them to fight more asymmetrically.

Regional Capital:
1. Stronghold inflicts provincewide movement debuff to enemy armies starting turn in the region (-5%, -10%, -15%)
2. Stronghold gives agent success chance (+10%, +20%, +30%)
3. Stronghold debuffs enemy agent success chance (-15%, -30%, -45%)
4. Stronghold detects undercities (+20, +40, +60 visibility)
5. Stronghold allows vanguard deployment in the region
6. Strongholds grant movement bonus for friendly armies starting in the region (up to 5%)

Skaven Tunnels/Patrols
1. Grant Vanguard Deployment for armies in region
2. Immunity to attrition for team armies in the region
3. Slightly more income
4. Grants some additional garrison


Under City
1. Warrens and Stronghold debuff enemy movement speed up to -10% in -2% increments.
