Sanctuary Worlds

"Your friends, up there on the Sanctuary Moon, are walking into a trap!"

This is a fun litle mod I made that gives empires with the Environmentalist or Rogue Servitor Civics the ability to establish (up to 3) Sanctuary Worlds. Sanctuary Worlds operate very similarly to Consecrated Worlds, only without the randomness and the ascension perk requirement.

Sanctuary Worlds encourage a tall, unity-focused playstyle. They:
Boost empire-wide unity generation
Reduce pop amenity usage
Increase population growth (to compensate for the potential loss of habitable worlds)

When the Galactic Community passes the 'Natural Sanctuaries' resolution, *all* non-genocidal empires can establish Sanctuary Worlds. And each successive ecology resolution that passes increases the cap up to a total of 6 Sanctuary Worlds.
