No Slide or Dash Cooldowns

Disables the cooldowns for the forward slide and side/back dashing by setting them to 0

Originally I had wanted to just reduce the cooldowns, but I am a complete novice to modding/scripting and could not figure it out. In the process, however, I did discover how to functionally disable them. A WARNING: Side Dash is COMPLETELY BUSTED with the cooldown disabled and you will fly all over the place if you hold the button down.

But don't worry, they are individually toggleable so if you want only slide cooldown turned off, you can!
