Как это работает? Штуки с множителями (x2/x5/x10) ставите около своих городов, желательно не задевая территорию Ваших противников - иначе множитель может подействовать и на них. Если же Вы хотите ещё и обезоружить оппонентов, то специально для Вас - уменьшитель бюджета, ставите на своей территории - действует на всех, только не забудьте поставить себе множители, иначе убьёте и свою экономику
