City with Dragon attack

While all the rich were partying on the right side of town, a Dragon swept through and burnt it down. The Dragon is a Green Dragon (they like to collect unique beings, their presence makes plants grow, they also can hear/see through animals). The Dragon appeared in human form and made a deal with the rich people of the down: they will be free of raids and have abundant wealth as long as the ones who work the farms are of unique races. They talked bad about the Dragon so he burnt them down.
