change my mind
point sample disables the filtering of the texture (which makes it pixelated)
compressing the texture not with dxt removes the blockiness which is kinda hard to explain - consider reading about the dxt compression algorythm
also i suggest disabling the creation of mipmaps on the texture as a texture as low-res as that probably doesn't need them
(and possibly not compress the texture with dxt)
