Flight Spell Fix: v1.0.0

This is a fix to the Flight spell and changes the minimum movement allowance provided by the spell from 3 to 4.

This is the case where Muha did not appropriately scale movement to the larger map sizes in their remake.

In oMoM - A unit affected by the Flight spell has a minimum Movement Allowance of Air 3, regardless of how much it had before this spell was cast. This only applies to units that had fewer than 3 MP before being affected by the spell."
