描述
Decreases Espionage Cooldowns to:
Steal Technology- 3 months (90 days)
Sabotage Starbase- 6 months (180 days)
Crisis Beacon- 2 years (720 days)

Alters Steal technology Cost:
Decreased to 20 influence
Increased to 2,000 energy credits

Steal Technology Upkeep:
Increased to 30 energy credits

Compatibility:
Alters operation_steal_technology in \common\espionage_operation_types\
Overwrites \events\nemesis_operations_events_1.txt

Known Issue:
Not all tooltips are updated to show the correct cooldowns

I'd much rather see Subterfuge reducing the Influence cost of most or all Operations. A substantial reduction. Maybe reduce cooldown too.
