Nerfed Scout TF2

"Another Sandbert clone you'll get rid of after 5 minutes."

That's what the original workshop page said about this mod, but here I am nerfing it because this character is op, and my brother won't stop playing as him.

Nerfs:
- Made Scout lighter.
- Reduced the damage on all moves, except forward strong.
- Reworked his forward strong to have a longer start-up, but deals more damage and knockback.
- Lowered the time he can use his recovery.
- Increased the end lag of his down special.
- Decreased the firing speed of his neutral special.
- Increased the end lag and start-up time of his forward aerial.
- Down aerial has the whiffed attack property, and the start-up time was increased.
- Changed the angle down strong sends opponents to up instead of down, and decreased its knockback.

Buffs:
- Increased the size of up-title's hitbox to be more consistent.
